Nov. 3--Al Capone once ordered his followers to "vote early and vote often." In California, at least, the first half of that dictum has been taken to heart.

Better than one in four of all California voters casts an absentee ballot. Voter turnout overall may be dismal -- the March primary proved that, so did the 1998 General Election -- but the proportion of those who prefer filling out their ballots in the comfort of their home days or weeks before the election has skyrocketed.

And this year, it's increasing even faster because of a new law that took effect in January.
