Nov. 6--A federal judge stepped back Tuesday from intervening in an internal dispute in the Kickapoo tribe and withdrew an order issued last week restoring the deposed tribal council to power.

"It is clear to this court that Kickapoo sovereignty must be respected by the courts of the United States until such time as interference by another sovereignty is the only remedy," wrote U.S. District Judge Fred Biery, who urged tribal members to find their own solution.

Biery also withdrew an order that directed the new tribal leaders to surrender the Lucky Eagle Casino that they have occupied since Oct. 28. Indians at the casino ...
