Oct. 17--Five years ago, when Bucks County residents voted to tax themselves to preserve open space, few of the county's 54 municipalities had given the issue serious thought.
Now, a $20 million bond issue has largely been spent, and 2,050 acres are under protection.
And, perhaps most important, every municipality has an open-space plan -- providing a blueprint for land use in a county where population has doubled since 1960 to 600,000 people.
