Sep. 24--CUERNAVACA, Mexico - When Costco de Mexico announced it would build one of its red, white and blue stores on an abandoned lot in this job-thirsty city, its executives expected a warm welcome.
After all, Mexican consumers had been greeting U.S. chains with open arms. The warehouse retailer came with a promise of 800 jobs, a $40 million initial investment and a cultural center. It even offered new roads to fix old traffic tangles, not to mention aggressively priced products.
