Aug. 15--CHESTER, Pa.--Joseph A. Lashinger Jr. calls the harness-racing track he wants to build here a well-conceived plan that would bring great benefits to a struggling city.
Salvatore DeBunda, vice president of the Pennsylvania Thoroughbred Horsemen's Association, which represents some of the state's horse owners and trainers, calls the idea a "money grab." He said Lashinger's plan is simply an attempt to cash in on the growing possibility that Pennsylvania's state legislature will soon allow slot machines at race tracks.
