WASHINGTON -- Leading Senate Democrats this week plan to introduce bills to provide up to $20 billion of immediate, unconditional aid to state and local governments, as well as $10 billion of interest-free loans, to help them whether the recession and avoid further layoffs and cutbacks, Senate aides said.
The legislation, being drafted by Senate Budget Committee Chairman James Sasser, D-Tenn., and Joint Economic Committee Chairman Paul Sarbanes, D-Md., also would provide about $9 billion of additional state grants for the three largest infrastructure programs--highways, mass transit, and waste-water treatment, said the aides, who did not want to be identified.
