Jul. 17--The dominoes continue to fall in Xcel Energy's favor in its quest to upgrade a power line that will stretch from Newport to Bloomington, as an appeals court Tuesday ruled for the utility company over Mendota Heights.
The lawsuit centers on a key deadline the Mendota Heights City Council missed as Xcel pushed for approval of the project. After several extensions, the city had until Sept. 8, 2000, to decide on a permit. The council didn't revisit the issue until the following March -- in part, the city has claimed, because it was awaiting an independent consultant's report.
