Jul. 2--Federal regulators have approved a tiny rate increase for customers of San Diego Gas & Electric Co. to offset the utility's cost of beefing up security after the Sept. 11 attacks.

The utility said Monday that it has added aerial patrols along transmission lines, placed electronic monitoring equipment at key installations and stocked up on spare parts in case an attack wipes out a critical substation.
