Jun. 26--The Office of Public Utility Counsel is arguing against Cap Rock Energy Corp.'s request to transfer its operating license from its predecessor, Cap Rock Electric Cooperative, OPC attorney Elizabeth Elleson said Tuesday.
The OPC, which represents consumers in utility proceedings, challenged Cap Rock's request before the State Office of Administrative Hearings in Austin during a four-day hearing that concluded Friday.
The hearing was held after four groups sued Cap Rock to try to prevent the company from becoming a true investor-owned utility. Cap Rock Electric became a publicly traded corporation early this year ...
