Jun. 27--ALBANY, N.Y.--Gov. George Pataki and state legislative leaders have agreed on a law to prohibit hospitals or other employers that get state funds from using that money on anti-union activities.
The union "neutrality" bill agreed to Wednesday is the only measure the governor and lawmakers resolved this week, a sign of the unions' influence, as more than a dozen other major issues affecting everything from the environment to health care remain stalled in Albany.
