May 6--Hemmed in by mountains and ocean, notorious for its stratospheric housing prices, the Bay Area seems like a logical place for apartment towers.

But as developers trying to build even modest high-rises have learned lately, many residents are enraged by the prospect of the largely low-lying suburban Bay Area going vertical.
