Apr. 13--A letter from the Las Cruces purchasing department manager that recommended the services of one particular bank to city vendors has drawn the ire of other local bankers and led to a second letter -- an apology -- from City Manager Jim Ericson.

In an effort to expedite payments to businesses from whom the city buys products, materials or services, the city is switching from a purchasing order system to a more direct purchasing card system for purchases of $1,000 or less.
