Mar. 29--The discovery of a huge supply of smallpox vaccine and news that the vaccine can be successfully diluted have ignited a debate about whether the government should now make shots available to anyone who wants one and is willing to take the medical risks.

On Thursday, some groups and health experts urged the government to allow voluntary vaccination, others endorsed a federal plan to stockpile and use shots only in the event of a bioterror attack, while a third camp said the government should resume routine public vaccination as was done before smallpox was eradicated in the 1970s.
