Mar. 18--DELTONA, Fla.--They knew the victory wouldn't last.
Last year, environmental activists helped fend off creating an expressway authority, which could have built a toll road through miles of untamed central Volusia County palmetto scrub, pine forests and wetlands, ending in Seminole County.
The Volusia County Council didn't act on a committee's recommendation to form the authority, and some people wondered if the idea would die from neglect.
