Aug. 9--PITY the National Institute of Economic and Social Research. Its attempts to offer a sober analysis of the costs and benefits of our membership of the European Union has backfired. Civitas, a right-wing think-tank, is trading blows with the Europhile group Britain in Europe over the study.
