Audit Slaps at Philadelphia Housing Authority for 'Unfair' Hirings.

Mar. 29--The Philadelphia Housing Authority paid a Detroit human-resources consultant $192,000 for nine months' work, then hired her to a $95,000-a-year job, and then improperly paid her expenses to move back to Detroit after just eight months, according to a strongly worded report released yesterday by federal auditors.

That "questionable" arrangement, the report said, is an example of a pattern of "unfair hiring practices" by Carl R. Greene, the Housing Authority's executive director.
