Mar. 5--WESTLEY, Calif.--Edward Filbin, who started a tire-disposal site near Westley in Stanislaus County that became a smoky inferno in September 1999 drawing national attention, now owns an adjoining tire-to-electricity power plant.
While the landowner declined to respond to a reporter's telephone call, his wife, Mary Filbin, said Monday from the couple's Texas home that recent news reports about the ownership change were accurate.
Filbin is eager to restart the tire-fueled plant and is negotiating with five companies interested in operating it for him, those reports said.
