Feb. 16--NEWPORT NEWS, Va.--Newport News officials won't build a terminal for cruise ships unless someone else helps pay for it.
They had hoped for possible state support.
A recently released state report, though, says such an investment doesn't make financial sense for state tourism officials.
Cruise ships just don't bring enough tax dollars to the state to justify spending so much money, the report says. The Virginia Tourism Corp. paid $85,000 for the report.
"We sort of have to fish where the fish are," said spokeswoman Martha Steger.
