What's behind flight delays or cancellations? A new rule in the making will shed light on that topic.
For years the government has tracked the on-time performance of major airlines and presented the results in the Department of Transportation's monthly Air Travel Consumer Report. Airlines covet the No. 1 ranking for best performance _ smallest percentage of flights arriving more than 15 minutes late _ and use favorable statistics in their advertising. The numbers also have been used as a barometer of how overburdened the air system is, or was until Sept. 11.
