Aug. 18--Increasing federal regulations, mounting paperwork and tighter budgets are turning teachers away from one of the most challenging tasks in public schools: educating children with special needs.
"The way it seems is that teachers are spending more time on paperwork than with students, or they are having to spend more time at home on paperwork," said Lawrence High School's Deb Engstrom, a special-education teacher for more than 20 years.
