ALMOST two months after loyal troops put down an attempted military coup against President Carlos Andres Perez of Venezuela, political life in what was once seen as one of Latin America's most stable democracies has yet to return to normal. The coup failed, but unleashed a wave of popular frustration whose main targets are Mr Perez himself, his liberal economic reforms in particular, and what is widely seen as the corruption of the country's political parties and democratic institutions.
