AS A boy, Conrad Black, owner of Britain's Daily Telegraph and other newspapers around the world, was expelled from a posh Canadian high school for stealing exams and selling copies to students. Since then his deals have been legal, but no less controversial. Last year Mr Black faced a storm of protest when he bid for John Fairfax, a big Australian newspaper group then in the hands of receivers. Few politicians there were keen to see a right-wing foreigner running Fairfax. Malcolm Fraser, a former prime minister, said Mr Black was "not a proper person to own media in Australia."
