Dioxin, once considered the Darth Vader of man-made chemicals, has seemed in recent months to be on the verge of redemption. The same poison that forced the entire community of Times Beach, Mo., to abandon its homes a decade ago was described last August as no more harmful than a week of sunbathing, and federal officials conceded that Times Beach perhaps needn't have been turned into a ghost town after all.
