NASA has gotten hooked on space spectaculars. But a space program for the 21st century requires a whole new mind-set about space travel -- starting small.
It is the rate NASA scientist who can make sense of what has gone wrong with America's space program. At the nation's great space centers -- in Texas, Alabama, Florida -- the middle-aged engineers who have made their careers at NASA and who now run it do realize that something is seriously off.
But why? Why? They just don't get it.
"I don't know what it is," says one NASA engineer in a burst of frustration. "I can't explain it. Heck, I can't even pick a birthday present my wife likes."
