THREE months is about a lifetime in post-Soviet politics. The red flag had barely been hauled down from the Kremlin last December when the post-Soviet Commonwealth of Independent States started tearing itself apart. From Nagorno-Karabakh to Moldova, the ending of communist rule has brought more death and destruction. From Ukraine to Tatarstan, freedom has unleashed rivalries that threaten Russia and have all but done for the misnamed Commonwealth. Can anything be done to stop things going from chaos to worse?
