Ashland Oil Inc. polled 41 refiners in an effort to factor out the potential financial impact of the 1-percent set-aside plan contained in the House energy bill.
The survey determined that the set-aside proposal is "discriminatory" towards U.S. refiners, especially the smaller ones, says Will Haddeland, Ashland Oil's director of federal government relations.
