Article: Pennsylvania's slots law faces first challenge.

Aug. 21--A Pittsburgh businessman who hopes to win a coveted slots license for his thoroughbred horse-racing track in Pittsburgh filed suit yesterday to strike down the state's gambling law, claiming the law is written to preclude him.

The suit, filed in U.S. District Court in Pittsburgh, is the first legal challenge to the state's gambling law since it was enacted in July. It allows for up to 61,000 slot machines at 14 locations across the state, including parlors at seven horse-racing tracks.

Although more legal challenges are likely to follow, such suits in other states have proven difficult to win.
