WASHINGTON -- President Bush as expected signed an executive order yesterday designed to make it more feasible for municipalities to privatize publicly owned facilities.

Supporters of the action said it could help municipalities -- which in many cases have difficulty maintaining existing facilities, let alone building new ones -- sell off assets and use proceeds to build other needed projects.

Former transportation Secretary James H. Burnley hailed the move, saying the impact of the President's order "will be dramatic."
