Aug. 27--OAK RIDGE, Tenn. -- Two industrial development boards are engaged in a quiet, behind-the-scenes tug-of-war over Horizon Center, a nearly empty industrial park in the Roane County part of Oak Ridge.
Vying to obtain title to the park and give it tax-exempt status are the Oak Ridge Industrial Development Board and the Industrial Development Board of Roane County.
At stake, say officials, is the future of how the 470-acre park is developed and the perception of whether it's an Oak Ridge or a Roane County industrial park.
