USDA has moved to a "two-out-of-three" standard for announcing inconclusive test results gathered through its mad cow disease surveillance program. The department currently is conducting an extensive program with the goal of testing 268,000 higher-risk animals before the end of next year. During the first two months of the program, initial tests that indicated a positive finding for the disease were announced to the public the same day and samples of the suspect animal's tissue were forwarded to a USDA lab in Ames, Iowa, for more precise tests.
