Sep. 2--Local governments and power companies, still trying to deal with the 3-week-old aftereffects of Hurricane Charley, began preparing for Hurricane Frances on Wednesday amid predictions that its daylong winds and heavy rains could make Charley look mild by comparison.
"We are potentially going to have issues that we only contemplated during Charley," Orange County Chairman Rich Crotty said. "You know, a few weeks ago, I said that Charley was not a drill. But I may have been wrong. Charley may be a drill for Frances."
