Sep. 4--When you're a small town like Mount Joy, "you either progress and move forward and try to think outside the box, or you end up stagnant and dying out.
"And that's not an option."
So for Jennifer Luciani, the borough's community development director, and other officials like borough Manager Terry Kauffman, moving forward could soon be getting a big boost from the train station just a half-block from the heart of town.
