Some Central New York school districts have tried, but they can't separate students from their cell phones.
Some districts are even relaxing their policies to account for that reality.
School officials "can't stop it," said Austin Tatum, 16, a junior at Cazenovia High School. "Everyone does it."
According to a June survey by the Circle 1 Network family marketing company, 49 percent of 11- to 14-year-olds in the United States have a cell phone.
