In bold defiance of a certain veto from St. Paul Mayor Randy Kelly, the City Council on Wednesday narrowly approved a measure that would raise the property tax levy 2 percent. Passed on a 4-3 vote, it was the first time that the council has approved an increase in 12 years.
After the vote, Kelly said he would make good on his promise to veto the measure. A fifth vote would be needed for an override. If the veto stands, the levy will remain unchanged.
