PIKEVILLE -- A prosecutor has decided to pursue animal cruelty charges against a West Virginia horse owner who had an unruly steed castrated at a horse show in eastern Kentucky.
Lisa Moore of Hardy filed the animal cruelty charges in June against Ronnie Bowens of Delbarton, W.Va., the owner of the horse, a Paso Fino breed, and Herbert Messer of Huddy, who performed the procedure.
Moore was a participant in the horse show. She said in her complaint that Bowens got Messer, who is not a veterinarian, to castrate the horse because it was misbehaving at the ...
