Where there is no vision the people get out of hand; happy are they who keep the law. (Proverbs 29:18)
Sight may be adequate if one will have to move around only in the house or in the neighborhood. But when a person leaves the house and travels out in the country, then the need is for a vision allowing him or her to spot ahead where "the grassy meadows and the tranquil streams are" (Psalm 23). A good vision does not only give a direction, it also states ones destination. Brief as it is a vision also motivates people.
