Jan. 10--NORWICH, Conn.-- A Briar Hill Road resident has filed a court appeal of the city's approval of a proposed 172-unit housing development off Old Salem Road, claiming the proposal does not meet city regulations and would worsen traffic congestion and hurt property values.
Lister H. Johnson of 45 Briar Hill Road and his Tri-J Inc. appealed in Norwich Superior Court to overturn the Commission on the City Plan's Dec. 17 approval of permits for Cherenzia Excavation Inc.
