Since the Labour Party came into power in 1997, we have seen the establishment of a Welsh Assembly and a Scottish Parliament, but not even a fleeting glimpse of a similar body for England.

Why is that?

What we in England have been offered is an "English Guinea Pig" area of devolved regional government. Unlike the Scots or Welsh however we will not be provided with any independent financial power or ability to diverge from existing national policies.
