"It was outrageous, totally outrageous," recalls Carl Covitz, apartment developer. "I had an acre of land on Rancho Palos Verdes and the right to build 40 units. Ultimately, it was zoned down to one unit -- after I had bought the land. It's that kind of regulation that is making housing unaffordable in California."
That downzoning happened to Covitz in the early 1970s. But he spiritedly remembers the experience as if it were a broken leg that happened yesterday because he sees it as an indication of why housing is so expensive in the Golden State today, he says.
