With the advent of an increased number of financial institution failures, a higher degree of regulatory scrutiny, and the passage of Title XI of the Federal Financial Institutions Reform, Recovery and Enforcement Act of 1989 (FIRREA), real estate appraisals are subject to increased quality control through the review process.
