Jacques Barrot set himself full square behind Loyola de Palacio in calling for the completion of rail liberalisation and the re-launching of the plan to deregulate port services. He also expressed his determination to maintain strict control over state aid in the aviation sector according to the "one-time-last-time" principle for restructuring aid.
