The January-February 2004 issue of Army Logistician contained an article by Craig A. Simonds on The Role of Civilians During the First Gulf War." As a defense contractor who participated in Operations Desert Shield and Desert Storm, I was particularly interested in his discussion of the Army Aviation Systems Command's theater aviation maintenance program (TAMP). I agree that contractors are required to support future operations across the spectrum of conflict, and I concur with Simonds conclusion and suggested challenges.
