Oct. 5--OAK RIDGE, Tenn. -- Oak Ridge and Roane County have agreed on a payment-in-lieu-of-tax plan for an industrial park that has been all but empty since it was created eight years ago.
Officials said the accord should remove another in a series of roadblocks that have thwarted land sales for Horizon Center, located in the Roane County part of the city.
"This is an important step between Oak Ridge and Roane County in cooperating on industrial development in western Oak Ridge," Mayor David Bradshaw said.
