Oct. 7--WASHINGTON -- After the Sept. 11 attacks, hundreds of FBI agents who had been working mob and drug cases suddenly found themselves chasing terrorists and the people who bankroll them. Scrambling to prevent another attack, agents who had spent their careers building criminal cases were now collecting shadowy intelligence that might never be used in a courtroom.

Three years later, the cost of that shift is becoming apparent. The FBI has sent 15 percent fewer cases to federal prosecutors. Organized crime, drug and white-collar referrals -- those cases ...
