Should Colorado voters approve Amendment 36, which would divide the state's nine Electoral College votes according to the statewide popular vote? Current law provides for winner-take-all, the system used in 48 states. Today's roundtable discussion features Mark Grueskin, a specialist in election law who favors the proposal, and Gov.
