Should Colorado voters approve Amendment 36, which would divide the state's nine Electoral College votes according to the statewide popular vote? Current law provides for winner-take-all, the system used in 48 states. Today's roundtable discussion features Mark Grueskin, a specialist in election law who favors the proposal, and Gov. Bill Owens, an opponent. The discussion, which has been edited for length and clarity, was moderated by editorial writer Peter Blake.
