Mr Todd said the Commission was "gently reminding" EU Member States to put the new rules in place, warning them that infringement procedures would start if they did not act soon. Only six countries - Belgium, Austria, Denmark, Sweden, Finland and Iceland - allow a European Company to be set up at the moment. Hungary, Lithuania, Finland and Malta have informed the Commission that they have implemented the worker involvement Directive. The legislation has been discussed for over 30 years but was only agreed in 2000 (see 2555).
