Oct. 12--Owners of the former Franklin Savings Association have lost one of their two remaining battles over the government's February 1990 seizure of the Kansas thrift.
A federal appeals court Thursday upheld a lower court's dismissal of the owners' claims that the government ruined Franklin after taking control.
The owners could seek a hearing before the U.S. Supreme Court, but they probably won't, said attorney Pete Smith, a partner at McDowell Rice Smith & Buchanan P.C.
