A federal watchdog office has released a report saying Bush administration reforms to the New Source Review portion of the Clean Air Act have seriously hampered enforcement cases and efforts to negotiate settlements.
Environmental Protection Agency Inspector General Nikki Tinsley released a report Sept. 30 that says that allowing the NSR program to go forward without the Bush administration's changes could result in greater environmental benefits.
