The 2004 National Book Award finalists include one surprise and one hometown talent: "The 9/11 Commission Report," a group effort by the five Republicans and five Democrats who composed the National Commission on Terrorist Attacks Upon the United States, and "Godless," a young-adult novel by award-winning Minnesota author Pete Hautman.
