Oct. 16--SAN DIEGO -- San Diego County Water Authority member agencies voted 15-2 Thursday to tell people to vote "yes" on Proposition B, saying the proposed Gregory Canyon landfill could contaminate local drinking water supplies.
But in a result that defied the democratic process, the 15 agencies lost their bid to formally endorse the controversial ballot measure because one of the two agencies that opposed the move was the city of San Diego, whose vote counts for 42 percent of all board actions.
